Dr. Iona Chapman

Dr. Chapman was born and raised in New Mexico. She completed her undergraduate training at Barnard College of Columbia University, earning a BA in biology and graduating summa cum laude. She then traveled to Dallas, Texas for medical school at the University of Texas Southwestern Medical Center where she was elected into the Alpha Omega Alpha Honor Medical Society. Heading north, Iona completed her intern year in internal medicine at Loyola Medical Center and then her three year dermatology residency at the University of Illinois at Chicago where she served as Chief Resident. Her interest in dermatologic surgery lead her to pursue a fellowship in Mohs micrographic surgery at the University of Alabama at Birmingham where she focused on the treatment of cutaneous cancers.

Dr. Chapman is happy to return to the southwest to serve the dermatological needs of Houston-area residents. Her practice focuses on treatment, prevention and detection of cutaneous cancers (including basal cell carcinoma, squamous cell carcinoma and melanoma) and treatment of medical dermatological diseases ranging from acne to inflammatory disorders.

Dr. Chapman is a board certified dermatologist and member of the American Academy of Dermatology. She has published articles in the Journal of the American Academy of Dermatology, Journal of the American Medical Association Dermatology, Dermatologic Surgery, and the American Journal of Dermatopathology. Dr. Chapman and her husband enjoy exploring the great outdoors and trying new recipes.


Dr. Rebecca Philips

Dr. Rebecca Philips grew up in Shreveport, Louisiana and has lived in the Houston area since 2004. She attended Rice University, where she was a member of Rice Dance Theatre and the residential college Sid Richardson. She graduated summa cum laude with a Bachelor of Arts in Biochemistry and Cell Biology and was elected to the Phi Beta Kappa Honor Society. She then attended medical school at the University of Texas Medical Branch in Galveston on a full academic scholarship. She graduated summa cum laude and was elected to the Alpha Omega Alpha Honor Medical Society. After an internship at Houston Methodist Hospital, Dr. Philips returned to UTMB for her dermatology residency where she served as the chief resident of academic education during her final year. She completed her training with a one-year subspecialty fellowship in dermatopathology at UTMB, and concurrently acted as a Clinical Instructor for the UTMB Department of Dermatology during that year.

Dr. Philips is trained in all aspects of dermatology and practices both medical dermatology and dermatopathology. She enjoys seeing pediatric and adult patients for a wide range of dermatologic conditions, including acne, eczema, psoriasis, other rashes, and skin cancer. Dr. Philips is board-certified in dermatology and is board-certified in dermatopathology. She is a member of the American Academy of Dermatology, American Society of Dermatopathology, Texas Dermatological Society and Texas Medical Association.

Dr. Philips lives in Houston with her husband, neurosurgeon Dr. Meng Huang and their two cats. She trained in ballet during childhood and continues to enjoy taking classes. She also loves to bake, explore Houston and travel.


Dr. Pauline Scott

Dr. Pauline Scott is originally an “Okie from Muskogee” but has enjoyed her time as a transplant Houstonian. She completed her undergraduate education at the University of Oklahoma where she majored in Zoology Biomedical Sciences, was elected into the Phi Beta Kappa Honor Society, and was an active member of Pi Beta Phi sorority. Dr. Scott then obtained a Masters of Business Administration from OU’s Price College of Business before finishing her medical degree at the University of Oklahoma’s Health Sciences Center. After her internship year at Johns Hopkins University/Sinai Hospital in Baltimore, she completed her dermatology residency at the University of Illinois at Chicago where she served as chief resident her final year. After residency, Dr. Scott moved to Houston where she has been happily practicing dermatology. She is certified by the American Board of Dermatology and is a Fellow of the American Academy of Dermatology. She is a member of the Houston Dermatological Society and the American Society for Dermatologic Surgery.

Dr. Scott’s training encompasses medical, surgical, and cosmetic dermatology. She enjoys seeing both adult and pediatric patients for a myriad of skin conditions including acne, rosacea, eczema, melasma, and psoriasis in addition to performing annual skin cancer screenings. Dr. Scott is also passionate about cosmetic dermatology and believes that cosmetic treatments can be done to maintain a natural aesthetic while ensuring patients look and feel their best at every stage in life. She specializes in the following cosmetic procedures:

• Botox/Dysport for the treatment of wrinkles and excessive sweating
• Filler (hyaluronic acid and Sculptra) injections for rejuvenation
• Laser treatments for dark spots, redness, and overall rejuvenation
• Microneedling with platelet rich plasma (PRP) for fine lines, skin texture, and stretch marks
• Platelet rich plasma (PRP) injections for hair loss
• Sclerotherapy for visible leg veins
• Non-invasive skin tightening treatments for the face, neck, and body
• Kybella for submental fullness

In her leisure time, Dr. Scott spends time with her husband, dog (the best dog in the world), friends, and family. She also loves globe-trotting, going to concerts, reading fiction, and trying different cuisines from around the world.



Dr. Neda Nosrati is a native Houstonian and has lived her entire life in Texas. She graduated high school from Duchesne Academy of the Sacred Heart. For undergraduate studies, she attended the University of Texas at Austin where she obtained a Bachelors of Science degree in Neurobiology with Highest Honors and an election to the Phi Beta Kappa Honor Society. She then returned to Houston and earned her medical degree at Baylor College of Medicine while on a full Presidential Scholarship. Dr. Nosrati completed an internship in internal medicine at UT-Southwestern Medical School in Dallas and thereafter finished her training in dermatology at the University of Texas Medical Branch in Galveston. After earning her board certification, she practiced for one year in Dallas while her husband finished his urology residency at UT-Southwestern. Dr. Nosrati and her family then returned home to Houston where she has since been practicing dermatology. 

When not working, Dr. Nosrati enjoys spending time with her husband, urologist Dr. Paul Smith, and her children. She also loves to read, jog, travel, ski and cook. 

Dr. Nosrati is experienced in medical, surgical, and cosmetic dermatology with a primary clinical focus in all areas of  medical dermatology. She sees both adult and pediatric patients for a variety of skin conditions including eczema, rash, acne, hair loss, psoriasis & annual skin screenings. Dr. Nosrati is board certified in dermatology and is a member of the American Academy of Dermatology, Texas Dermatological Society, and the Texas Medical Association. She served as the 2018 President of the Houston Dermatologic Society.



Dr. Jogi is a true Houstonian, having been born, raised, and educated in Houston, Texas. She attended Rice University for her undergraduate education where she received a Bachelor of Arts in economics. She went on to complete her medical degree at Baylor College of Medicine, where she graduated with honors and received many academic distinctions, including election into the prestigious Alpha Omega Alpha society. Following graduation from medical school, she stayed at Baylor to complete a three-year residency in internal medicine. She was asked to serve an additional year as the chief medical resident, an honor she declined to pursue her true love: dermatology. Following a year of travel abroad and part-time emergency work, she returned to Baylor College of Medicine to complete her dermatology training. 

Dr. Jogi has received extensive training in medical dermatology,  surgical dermatology, and cosmetic dermatology. She is also well-versed in allergic diseases of the skin and patch testing for skin allergies. She is a national trainer for platelet rich plasma injections for hair loss. She is double board-certified both in internal medicine and dermatology, is a fellow of the American Academy of Dermatology, and is an active member of the American Contact Dermatitis Society. In addition, she currently serves as the Vice President of the Houston Dermatologic Society, and she remains active in the Harris County Medical Society and Texas Medical Association. 

Dr. Jogi is a national expert in platelet rich plasma therapy for hair loss who trains other physicians on the use of this technique. 

In her spare time, Dr. Jogi enjoys music, traveling, reading, and spending time with her children and her husband, Dr. Medhavi Jogi, a prominent thyroid and diabetes specialist.
